A humanitarian residence permit in Poland — most often this is a residence card for those already in the country on a humanitarian visa (especially citizens of Belarus) who want to remain lawfully for a longer term.

A humanitarian residence card — what it is and who can obtain it
In practice we most often help with a residence card on a humanitarian visa — a temporary residence permit through the voivode. From 27 April 2026 such an application, if it is a classic temporary residence permit, is filed via MOS only (mos.cudzoziemcy.gov.pl).
Separately there is zgoda na pobyt ze względów humanitarnych — is a different procedure. We do not mix them: at the consultation we will say which path suits you.
How we handle obtaining a humanitarian residence card:
We will look at the circumstances and assemble the pack: passport, humanitarian visa, scans, a digital photo, proof of the situation. We will connect MOS — Profil Zaufany or an electronic signature.
We will file the application in MOS, if this is a temporary residence permit. Paper filing at the Department for Foreigners is no longer accepted.
We will accompany the appointment on summons: fingerprints, a signature specimen and the original passport. If there is an interview — we will prepare you.
We handle the case while the office reviews the application. The term depends on the voivodeship — often months, not «30 days by default».

Grounds for obtaining a humanitarian residence card
We will check whether you have a real ground. Most often this is:
- a humanitarian national visa (often held by citizens of Belarus) and the need to extend lawfulness already in Poland;
- circumstances that make return to the country of origin unsafe — they need to be confirmed with documents, not «in words»;
- other humanitarian cases that the law treats as a separate procedure — we will look at this at the consultation.
Do not leave filing to the last day of the visa: MOS needs a signature and a full pack.
Documents for obtaining a humanitarian residence card
We will assemble and check the pack. For MOS you usually need:
- an application in the MOS portal, not two paper forms;
- a digital photo (not a set of four pictures 35×45 mm);
- digital copies of the passport; the original — at the summons appointment;
- proof of the humanitarian visa and the circumstances;
- electronic payment confirmation, if for your type of application there is a fee.
The exact list depends on the procedure. We will not send to MOS what it does not accept.

How a foreigner obtains a humanitarian residence card in Poland
Residence permit on this ground — a temporary residence permit, usually up to 3 years. It is extended if the circumstances remain. We will help with both the first filing and the extension.
For citizens of Belarus with a humanitarian visa this is one of the workable ways to remain in Poland lawfully, live and work — if the visa and the pack confirm the ground. This is not a substitute for permanent residence, nor is it "almost citizenship": we will discuss the next step (permanent residence, EU resident) separately, when there are terms and conditions.
For citizens of Ukraine the main path now is another — the special act / CUKR, not «a humanitarian visa as for Belarus». If your case is non-standard, we will look at it at the consultation and will not force it into a template that does not fit.

Who can obtain a residence permit on humanitarian grounds?
Most often people come to us who are:
- citizens of Belarus with a humanitarian visa;
- foreigners for whom work, studies or family do not fit — and who need to understand whether there is a humanitarian ground;

Advantages of a humanitarian visa to Poland
What a humanitarian residence card gives depends on the decision. Usually:
- lawful stay for the term stated in the decision (often up to 3 years);
- the chance to work, if that follows from the decision / type of permit;
- later — other grounds (work, family, permanent residence), when the conditions are met.
This does not automatically grant the rights of an EU long-term resident. We will explain what exactly will be in your card.

Is a fee payable?
It depends on the procedure. For a temporary residence permit through MOS there is usually a fee. For a separate zgoda na pobyt ze względów humanitarnych a charge is often not taken. At the consultation we will say which case is yours.
What to do if the passport has expired?
First we try to extend the passport. If that is impossible, in some humanitarian procedures you can obtain a Polish travel document. We will look at whether this applies to you.
Can you obtain a humanitarian residence permit while in Poland?
Yes, if you are already in Poland on a lawful ground. For a temporary residence permit we file the application through MOS before lawful stay ends.
Do you need to give fingerprints?
Yes. After filing in MOS the office summons you: fingerprints, a signature specimen and the original passport. We will say when and where to go, and with full support we will go with you.
